DON'T MAKE YOUR EYES BLEED
There is such thing as too much, however, and you might want to brush up on some Color Theory before unleashing something like this on the rest of the Web.

I mean, there's already enough of this sort of thing out there to begin with.

 

... and if you use colored text on a colored background,
make sure you can read it easily!

Simpler is usually better, by far. Pick a limited color palette (three to five colors) and stick with it. Using a color palette like that will lend consistency to your site and can help you make decisions easier -- you don't have "too many choices" to make.

Another thing to consider is what will your pages look like if they're printed? On this page for instance, you may not be able to see this paragraph when printed -- many browsers won't print the background color, but will print this text as white, and white text on white paper doesn't read well.
